How can lenders improve the private rented sector?

Too many private renters face poor conditions and unacceptable treatment from landlords. 

Housing is a foundational human need and for too long, renters have lived in insecure, poor quality accommodation.

We’ve partnered with Lloyds Banking Group to produce this report, which considers what lenders could do to help improve the quality and conditions of the private rented sector in the UK.

While government holds the primary responsibility for new intervention, we believe that other market actors, including lenders, could also play a powerful role.

For this report we interviewed over 20 people from across government departments, the third sector, the landlord and agent sector and the financial services community to understand the issues with existing landlord regulation, the potential alternatives, and actions that lenders and the government might take to improve conditions.
